From the initiatives of the FIE Women and Fencing Council, the International Fencing Federation (FIE) and the Fencing Confederation of Asia (FCA) agreed to jointly sponsor and organize a Women's Referees seminar and C License exam this year. This project aimed at encouraging participation and increase the number of qualified women referees in the Asian and Oceania continents, will be held in Pasig City Philippines on October 13 to 17, 2018 in conjunction with this year's Asian Under 23 Fencing Championships which will take place on October 16 to 21.
All federations in Asia and Oceania will be invited to nominate a maximum of one woman referee for each weapon. Federations which nominate a woman referee candidate will be eligible to nominate another male referee (and acceptance is subject to available slots), as only a maximum of 20 candidates per weapon will be accepted.
The FIE will assign one female expert from the FIE Referees Commission while the FCA will assign another qualified expert to jointly conduct this seminar and exam. The seminar in 3 weapons will be held on October 13 to 15. This includes the theoretical and video exams, while the practical exams will be held during the individual events of the Asian Under 23 Championships from October 16 and 17, 2018.
